  REPORT TO BOARD
CONTENT:

Purpose: To provide information regarding Long-Term Accommodation Projections for school buildings in the Upper Canada District School Board.

 

Background:

The province of Ontario determines the financial resources available to the Board and, as most grants are based upon the number of pupils, enrolment decline results in a decrease in provincial funding for the operations of schools and school buildings. All school districts were recently reminded of the intention the Ministry of Education to “phase out” funding supports for under-utilized space in schools by 2018 and are being encouraged to focus on key work related to Capital Planning Capacity.

 

The Upper Canada District School Board is already engaging this key work during the 2015-2016 school year.  Most recently, on January 27, 2016, the Board passed the following motion:

 

“That the Upper Canada District School Board direct the Director to initiate a district-wide program review to be received, in conjunction with a Long-Term Accommodation Plan, no later than the second Board meeting in May, 2016.”

 

Accordingly, information specific to the Long- Term Accommodation state of the Board is provided with this report, in advance of additional information collected from the District-wide Program Review (currently in progress). The findings from the Program Review will be presented to the Board on May 25, 2016 for Trustee review and their consideration.

 

Content:

Information contained in the projection report concentrates on three key factors: (1) the current and 15 year projected enrolments for schools in our school district, for the period of 2015 to 2030; (2) the projected availability of school space during the same time period, and; (3) a projection of each school building’s condition and costs relating to its on-going maintenance and repair.

 

Given the detailed nature of this information, the District drew upon the expertise and assistance of The Ameresco Asset Sustainability Group (ASG.) Their report is provided as Attachment A.
