Policy Committee

The Policy Committee is a Standing Committee of the Upper Canada District School Board, comprised of three trustees and is supported by the office of the Director of Education & Secretary to the Board. The Committee meets quarterly, in locations throughout the Board. At the direction of the Chair, the Committee may meet, on occasion, in a location outside of the Board that remains accessible to the public.

The purpose of the Committee is to consider and make recommendations to the Board about policy matters referred to it for consideration, including the ongoing development and review of the Board’s policies. The first meeting of the Policy Committee took place on April 26, 2019.  At that time, the Policy Committee established its Terms of Reference.

These proceedings and the presentation of policy committee’s recommendations at board meetings are part of the standard of transparency, to keep the community apprised of the board’s commitment to maintaining a policy register that is purposeful, relevant and current to the school board.  The Education Act requires boards to maintain policies that promotes and supports the board’s vision and goals. 

From time-to-time, the Ministry of Education requires specific polices to have an enhanced level of visibility to the public, and provide for the opportunity for public input.  These policies would appear on this page under the tab of “Public Consultation”, providing details surrounding the focus of the consultation/specific policy and timeline for the receipt of feedback.  

Definitions and Guides

Included in the Committee’s Terms of Reference are a set of definitions that guides and directs the attention of the Policy Committee, separating its mandate from that which the Board delegates or assigns to its staff:

Policy: A policy is a statement or position adopted by the Board that provides the framework for a course of action. It is a commitment by which the Board is held accountable to its public;

Procedure: A procedure is a course of action developed by administration to implement and support an approved Board policy;

Protocol: A protocol is a statement which sets out the operating norms for an interaction between the Board and its external public. The Board of Trustees and / or administration may be involved in the development of a protocol with an external agency or group.

At the first meeting of the Board’s new Term of Office, elections take place for the Chair of the Policy Committee.
